Appointment of Service Provider for Compressors Hire Services at the SANPC Refinery for 36 Months

Overview
The tender covers the hire of mobile compressors to support operational activities at SANPC Refinery for a period of 36 months. The scope includes provision of both normal and high-pressure mobile compressors for routine daily usage as well as project, shutdown, and turnaround activities. The contractor must supply all labour, supervision, consumables, materials, equipment, tools, services and transport. Equipment required includes D260 CFM, D400 CFM, D800 CFM compressors, large moisture traps, oil injected manifolds, high pressure compressors, and associated hoses. Works will be carried out across various areas of the SANPC Refinery site including tank farms, process plants, utilities, and offsites.
Guidance Notes
Mandatory requirements include: (1) Copies of inspection and testing documents for pressure relief valves for all compressors; (2) Valid pressure vessel inspection records signed off by a registered Approved Inspection Authority (AIA); (3) Valid Compensation Fund Certificate; (4) Technician Trade Test Certificate from an approved training authority. Technical evaluation threshold is 70% minimum — bidders scoring below this are disqualified. Technical evaluation criteria: References (50% weighting) — signed and dated reference letters on client letterhead from refineries or MHI manufacturing firms (2020 to date); Technician Experience (20% weighting) — CV listing clients and years of experience in compressor repair; Company Response Times (30% weighting) — Service Level Agreement specifying turnaround times for critical breakdowns. Contractor must have a valid permit to transport compressors on public roads and comply with OHSA regulations, SANS 12100:2013 and SANS 347.
