Resource Overview

This report examines South Africa's Renewable Energy Independent Power Producer Procurement Program (REIPPPP), which successfully channeled substantial private sector expertise and investment into grid-connected renewable energy at competitive prices. The report covers the transition from feed-in tariffs (REFITs) to competitive tenders, the government's design and management of the tender process, tender outcomes across three bidding rounds, key private sector actors (sponsors, financiers, EPC contractors), trade-offs between prices and economic development outcomes, and key success factors, shortcomings and risks. To date, 64 projects have been awarded, with US$14 billion in private sector investment committed for 3,922 MW of renewable power. Solar PV tariffs decreased by 68% and wind by 42% across three bidding rounds. The report also draws global lessons for other developing countries seeking to implement renewable energy programs.
