Resource Overview

The Integrated Resource Plan (IRP) 2025 is South Africa's comprehensive forward-looking electricity generation capacity expansion plan published by the Department of Electricity and Energy on 28 October 2025. It outlines the allocation of South Africa's primary energy resources to ensure electricity demand is met cost-efficiently and sustainably through to 2050. The plan covers power system energy planning, grid planning, and operations planning, analysing multiple scenarios including a Reference Case, Gas at Risk Case, Nuclear Case, Aggressive Battery Learning, and Delayed Shutdown. Key outcomes include: renewable energy capacity increasing from ~17 GW to over 45 GW by 2030; commissioning 6 GW of Combined Cycle Gas Turbine (CCGT) capacity by 2030; phased shutdown of coal-fired stations; and a proposed R2.23-trillion investment plan. The IRP 2025 proposes CO2 emissions of 168 Mt for the electricity sector in 2030, reducing to 142 Mt by 2035 (a 22% reduction), aligning with South Africa's Nationally Determined Contributions (NDC). It is published in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006).
