Ownership-in-the-REI4P-programme

This resource guide, Ownership in the REI4P, provides a comprehensive investigation into the ownership patterns of projects within South Africa’s Renewable Energy Independent Power Producer Procurement Programme (REI4P). Launched in 2010, the programme aimed to secure renewable electricity while simultaneously fostering national developmental goals, including job creation, social upliftment, and increased economic ownership for South Africans.

By analysing publicly available data from 92 utility-scale renewable energy facilities, this report identifies critical challenges regarding transparency and the complexity of project ownership structures. It highlights the difficulties in obtaining clear information and evaluates the extent to which the programme has met its developmental mandate.
